Multicampus soapbox

Would it be beneficial to serious look into combining multiple charges (full and part time) into regional churches with multiple campuses with multiple staff. This would increase accountablity, creativity, and maximization of gifts. What do you think? Deeper richer connectionalism or disaster waiting to happen?
Second, pay clergy through the annual conference (billed through appointments) as to years of service and merit pay. This way the bishop is not worrying about what church pays what. Yeah or nay? Why?
